In a simple yet significant ceremony at the Fort Ilocandia Resort and Casino hotel, the Laoag City International Circle or LCIC formally awarded full and comprehensive scholarship grants to 9 students from Laoag city. The awardees led by Czarina Mae Cid, were carefully screened and selected by a multi-sectoral committee composed of LCIC Philippines members Ely Lazo-Santos and Fr. Rock Bonoan, DepEd Superintendent Dr. Cecilia Aribuabo, supervisor Luzviminda Barlan, and Professor Virginia Aurelio of the academe. The final list of awardees was approved by LCIC president Rosario Siazon-Bonoan and LCIC treasurer Josie Lazo-Carlson, and other members of the LCIC, after interviewing all the prospective students. Included in the criteria included are exemplary school record, annual family income which must fall within P 75,000.00, and residency in which the recipient of the grant must be from Laoag City. In addition, the awardee must maintain a GPA of at least 2.25 and must not be involved or implicated in any crime or scandal. The scholarship program is an improvement over other similar programs benefiting the underprivileged in which attention has been given not only to direct educational costs, as tuition and books, but to indirect expenses as well such as transportation, board and lodging. Further, allowances have been prepared for other miscellaneous expenditures not originally foreseen, such as miscellaneous fees for school sponsored events. According to Rose Siazon-Bonoan, these innovations were instituted in response to feedback that despite their scholarships, some grantees were compelled to cease from further study because they could not afford the incidental expenses such as transportation. The LCIC event was graced by the Hon. Roque Ablan Jr., of the 1st district of Ilocos Norte. Other notables present at the ceremony were Court of Appeals Associate Justice Santiago Javier Ranada and San Nicolas Mayor Alfredo Valdez Jr., who gave their support for this worthy initiative.
