Despite the still unresolved killing of former Laoag City Mayor Jimmy O. Chua last year, the Laoag City Philippine National Police (PNP) was still able to bag the Region I Best PNP station for 2005. Chua was killed by a still unidentified gunman on the dawn of February 2 at the Eagle’s Nest Bar and Restaurant here in Laoag City, just hours after the kick-off program of the 2005 Pamulinawen Festival. The awarding was held on February 3, 2005 at the Camp B/Gen. Oscar M. Florendo in San Fernando City, La Union as a part of the 15th PNP anniversary. According to P/Supt. Reynante Partible, the award is for the exemplary service and conduct of the city PNP, particularly in the areas of law enforcement, crime prevention and control, public safety, internal security operations, and police-community relations. He added that the award also reflected the efficiency and effectiveness of the city PNP personnel. The PNP regional office evaluated the city PNP station four times last year. Partible further stated that the still unresolved case of Chua had no major bearing in the search evaluation as he added that the Department of Justice (DOJ) in Manila is still conducting preliminary investigation on the case. Meanwhile, Laoag City Mayor Michael V. Fariñas extended his congratulations to all the members of the city PNP for the award. According to Fariñas, the city PNP, as well as the city as a whole, should be proud of the award as this was not garnered by the city police last year. In 2004, then city PNP chief P/Supt. Joel D. Pagdilao was named best city chief of police, while, Fariñas was adjudged the best local chief executive in terms of maintaining peace and order.
