III. SOCIAL ENVIRONMENT

The city's population in 1995 as per NSO census was 88,336 or 18,30% of the total population of Ilocos Norte and 2.32% of the population of Region I. Average Annual Growth Rate is 1.003%. Population density is eight (8) persons per hectare and literacy rate is 95.21%. Employment rate is 94.23% while labor participation rate is 54.42%.
