LC council clarification
No payment for trike fare guide

CLARIFYING the issues raised by tricycle drivers and operators on the payment of tricycle fare guides, Sangguniang Panlungsod secretary Enrico Aurelio announce that the fare guide is free but added that it would only be released after the payment of the required fees.

Among the fees to be paid by tricycle operators contained in the ordinance is: filing fee, P150; legal research fee, P10; and fare adjustment fee, P150 per unit.

In addition, the ordinance also states that the City Treasurer’s Office shall likewise ensure that the same fees mandated by Sec. 6 of City ordinance No. 2003-011 shall be collected from franchisees covering the previous fare increase approved by the Sangguniang Panlungsod through City Ordinance No. 2005-012 on July 13, 2005.

Aurelio said the tricycle franchisee should first pay the said feed before a fare guide would be issued to him.

He also explained that instead of every franchisee paying P310 for the said fees, it would have to be doubled since the City Treasurer’s Office failed to collect the said fees last year when a fare increase was also approved.

The reason for this policy, according to Aurelio, is for the city government to determine which franchises are still operational as those franchise numbers that would not be paid for by franchise holders would automatically be recommended for revocation.

Meanwhile, Laoag Mayor Michael V. Fariñas stated that the fare guides should really be free as he emphasized that in the nine years that he was the chairman of the council’s transportation committee, there had been no approved ordinance calling for the payment of fare guides.

He then advised the councilors to officially announce what tricycle franchisees would be paying to avoid any more issues.
