RICHARD Alvin M. Nalupta, an Ilocos Norte-honed youth leader, has recently represented the Philippines in two international for a. Nalupta, current chairman of the National Youth Commission (NYC) and concurrent chairman of the Committee for ASEAN Youth Cooperation (CAYC), was in Malaga, Spain on October 1 to 8 for the “Training for Trainers” organized by the Asia-Europe Foundation. The training was aimed at young people and youth workers who are in a position to act as “multipliers” for a socio-educational philosophy based in participation, pluralistic democracy, intercultural learning and human rights within a global context. His positions in both the NYC and the CAYC made him the organizers’ top choice among Asian youth leaders to participate in the training. During the training, Nalupta was also given a special time to share the NYC’s experiences in youth exchange programs. Nalupta then went to Batam, Indonesia for the Asian Youth Forum 2006 slated October 11-14. Nalupta was one of the three Asian youth council heads who talked about the “Roles of the National Youth Councils in Achieving the Millennium Development Goals.” During the forum he pointed out that the youth sector is a key player in achieving national efforts which include those that are geared towards the fulfillment of the MDGs. “We are on the right track,” he told forum participants who came from all over Asia and some Western countries. On both his Spain and Indonesia trips, Nalupta highlighted the importance of the Sangguniang Kabataan in the larger context of youth development and youth empowerment in the Philippines. This youth leader, who hails from Batac, Ilocos Norte, was elected provincial SK president of the SK National Federation. His involvement in SK prepared him for the greater tasks awaiting him as youth leader in the national and international levels.
