Council says IRA monetization fund already appropriated
Laoag City Councilor Juan Conrado A. Respicio, chair of the Sangguniang Panlungsod’s committee on laws, rules, ethics and privileges, returned the City Development Council resolution reasoning that the amount in the Internal Revenue Allotment (IRA) monetization share of the city government has already been appropriated for various other projects. The CDC resolution was referred to Respicio’s committee by the council as a whole after it had been disregarded twice. In his committee report, Respicio said the CDC resolution, which appropriates fund for several barangay projects, is in effect disapproved though the council has also approved some of the projects indicated in the said resolution. Among these projects that were given funds by the council include the P5 million counterpart fund of the city government in the construction of a new Philippine National Police building, Day-Care Centers improvement and other barangay-level projects. “Mayat kuma ngamin no adda coordination iti CDC ken iti city council tapnon maamuan mi kuma dagiti projects nga kayat da a maaprubaran ket iti napasamak saan mi a naamuan isu nga inaprubaran mi diay IRA monetization fund,” Respicio explained. Under the Local Government Code, the CDC can appropriate up to 20 percent of the local government unit’s IRA share. However in the current CDC resolution, they used up to 93 percent of the IRA monetization fund. Relative to this, Respicio expects Laoag Mayor Michael V. Fariñas to veto the ordinances approved by the city council appropriating funds from the IRA monetization. Reacting to this, Laoag City Association of Barangay Councils (ABC) President and Sangguniang Panlungsod ex-officio member Benjamin Cabacungan said the CDC would convene again where he expects that they would stick to the disapproved resolution. “Ti ngamin madi ket awan pulos umay a taga city council ket adda kuma member iti CDC tapnon maamwan mi kuma met no ana ti aramiden mi sakbay nga inkam idasar diay city council,” Cabacungan said. Cabacungan added however that the plan to appeal the CDC resolution disapproval would still depend on what the CDC members would want.
