AFTER a long wait, the members of the Sangguniang Panlungsod finance committee finally appropriated P1,080,076.83 for the construction of additional detention cells for the Laoag City Jail. The measure was presented by Laoag Councilor Vicentito M. Lazo, chair of the finance committee, during an outreach session held at Barangay Dibua South. The said measure was approved for second reading and is expected to sail through for its third and final reading on the next regular session. Aside from the additional jail cells, other projects of the city government were also included in the appropriation ordinance and has a total of P2,079,871. Among the projects included in the budget are the roofing and completion of the barangay halls of Barangays 15 and Gabu Norte, the roof extension of Barangay 38-Mangato West, and the construction of a waiting shed in Barangay 9. During the deliberations, Councilor Modesto Melvin M. dela Cuesta suggested that the local finance committee come up with a list of projects approved by the council relative to the monetized internal revenue allotment (IRA) share as he said he has learned that the City Development Council (CDC) maintained a status quo decision on their CDC resolution, which was earlier disregarded by the council. Dela Cuesta added that he believes the problem between the CDC and the council was due to a member of the council who is also a CDC member but failed to attend CDC meetings. Meanwhile, Laoag City Bureau of Jail Management and Penology (BJMP) warden Gonzales Oggang expressed his thanks to the members of the council for giving consideration to the congestion problems of the City Jail. Oggang is hopeful the additional jail cells will now be constructed to avoid the current congestion in the City Jail. As of November 9, the City Jail has a population of 140. The said facility could only accommodate a maximum of 80 detainees. Currently, the City Jail has five detention cells form men, one for women, and special rooms for minors. Dominic B. dela Cruz
